Hi, i have played around 40 games so far and I still cant figure out movement priority. Would someone be so kind to explain it? Why cant i attack some units outside of my city before they attack me? How is it decided who gets to move first?

If your first move is to attack a smaller group of units outside of your city, you have a better than 50% chance of attacking them before they attack you. You and your opponents moves are prioritized by turn order. SOMETIMES, with poor internet connections, or complicated moves involving dozens of muli-unit battles, short-cuts are taken and exceptions to the priority rules occur.

But if i gather few small-sized groups to attack a medium sized gruop outside of a city, the enemy will simply attack that city without battling those minor groups?

Yeah... it works better with an example, but based on what you said, if his first turn is to attack your city, he will attack your city. This is because your first turn is combining armies.

So, if i understood correctly; Lets say im holding Norway and so from UK is sending a transport with 10 units inside. If i want to sink them with subs, my first move needs to be attacking that transport. And with at least 4 subs in order to create more than 50% chance. (72% if im right). Is this correct?

If he has 10 units and you attack with 4 you get a starting 40% chance of tb. Then, depending on the movement priority your opponent has made, you will get further more chance of tb (that would be suposing that you moved those 4 subs on your 1st move). If he moves that ship on 1st move as well, you stick with that 40% probability. If he moves that trans on his second turn you get 40*2=80% probability of tb. And so on. Btw, you can only get a starting probability of tb of 50%. It's all explained on that upper link.

And just to add to RaulPB, transport exceptions also exist. If the transport is already loaded, you have a good chance of sinking it even if it is first turn movement for both of you. However, if the transport is not loaded, he moves it to pick up ground troops, you sink it with your subs, but the mechanics allow the troops to travel on the sunk transport, so don't be surprised to see you've sunk empty transports, and your opponents troops have landed.
