Drunks or pot heads ...well it depends on the pot smokers. I tend to get extremely focused when im high xD

The best way a person can get good at playing large empires, is to have experience with large empires. World map, scenarios, etc. We all need experience, so try not to be harsh on the low ranks guys

No the bestway is they learn however helps them best, but not at the expense of ruining a high rank game, i watch and play in many low rank ww1s or ww2s in which rank 5s and 6s make up all the player base and that is the time for learning, not when put in a game with 4 minutes and against all experienced players who can make moves with their eyes closed because of how much they play. This is why we are rankist. low ranks (99% of the time) are inexperienced players who dont understand tactics needed to manage massive factions in a small amount of time, when we were low ranks and not yet exposed to those kind of maps we werent allowed to play. I always use this example, when I was a rank 6 and 7, when Ultimate WW2 was super popular, I played every game as Romania, Australia, Canada, Free France, or Brazil, and sure it isnt as fun as UK or Russia or Germany but it was for the good of the game, now more than ever low ranks think they are entitled to everything because RP has made them think that they are good enough to play (and win) against players who are rank 8+ and have 100+ plays on a certain map. This is why we are considered rankists, not because we base everything soley on rank, but because of the (rightfully) stereotypical conclusions made about a player who is that rank.

Another thing, if a 7 or 8 is someone that I know has experience in a game or sceanrio then I trust them even in a game with mostly rank 9-10, but the majority of these "low ranks" are unheard of and are either RP noobs or just not familiar with the scenarios, evident by this low rank not knowing that he had Great Britain as he was Great Britain.
