OPEN: A Perfect Start

I am considering this as a bug so it's here

It happened to me several times - you joining a game, you buy a country and at the very 1st seconds of your turn you find yourself already occupied. Coz some fella was attacking this country.

I think game should postpone your "joining" + refund, and give you opportunity to buy another country.
