Why can submarines capture cities?

It makes no sense. I was attacked by somebody and in the battle phase, all they had were subs, and they took the city. They didnt just win, but now they control the city. WHY?

Submarines can't capture cities alone. Are you sure that he had no marines on it that you couldn't detect? If this problem happens again please take an screenshot of the battle phase.

I dont know why I wouldnt be able to detect marines attacking me.

I assume, if submarines engaged first and won the battle by themselves, without marines they carried entering the fight, they (marines) might not be spotted. But submarines only can not capture stuff, that for sure.

Subs cant cature anything you can attack with Subs but if you dont have even 1 marines Subs are usless on their own unless you wanna stealth turnblock a couple of transports or destroyers

You can use 1 marine and any amount of subs while using mos to cap, pretty decent for stacking... I assume he just had 1 marine or something, I believe MoS lowers detection rate too? I can't remember

I swear when the battle phase showed up all that attacked Helsinki was subs, and when I started my turn I no longer controlled Finland.
