How do I make custom units in Scenarios?

You cannot make "custom units", but you may edit current ones, just go to the Units tab in the sandbox, click on the unit of your likeing, and changes the description, name and photo as you see fit.

But how do I change the statistics (Ex: Defense, Attack, range, etc.)

You cannot. Only thing you can do is change the name, and picture

And description. Also, you can disable units.

I've seen games with custom units

They have the same stats as normal units, the only thing custom is the name, picture, or description.

Unless you are thinking of rare units, which cannot be placed in scenarios currently.

Then their most likely in a stack of some sort. it is not currently possible to change stats, and none have been changed. End of discussion.
