Maybe you should consider to "legalize" rewalling?

It is not move you can do nothing against. You can just move 1 unit near target and rewall will fail.

Just look at next situation:
- enemy has Washington and you think he will go for Charlotte now, so you wall it
- enemy didn't take Charlotte and it stays neutral and you are sure he will go to Atlanta because he needs more reinf, but problem is that you don't have units near Atlanta
- so you use your wall at Charlotte and move it to wall Atlanta
- in the same turn you are going massive on Washington and you are so confident you will take it so you go to Charlotte too and also wall it with another 3 units
So you just rewall Charlotte and your plan successeded. Enemy's troops are trapped in Atlanta and you have safe Charlotte troops. You played it brilliantly, but... rewall is "illegal" so you are not genius, but cheater

So why is that so? Enemy could have saved Charlotte rewalling if he put 1 unit next to it. It can be stopped.

If someone outsmarts you, it doesn't mean it is illegal

rewalling is artistic, just face the fact the rewalling is apart of the cutthroat mechanics of the game. like saying peace and still attacking, anything to win. END OF STORY

You seem to have a really hard time articulating your thoughts without insulting people.

It's not a black and white issue, so obviously there are things like t1 wfing which damage gameplay in a way which justifies banning them. Allowing it would change the meta drastically to more defence and rushing in t2, and hence limited expansion, making for poorer gameplay.
However, this is not the case for rewalling. Rewalling costs 3 additional units compared to just leaving the old wall in place, while the attacker merely has to spend one additional unit to counter it. Furthermore, rewalling takes time and isn't guaranteed to succeed, so it has to be used sparingly anyways.
The benefit however is an added dimension of game complexity because you need to anticipate when and which targets are likely to be rewalled, as opposed to for example t1 wfing which is a one-time possibility and virtually guaranteed to include your capital, so your analogy is flawed in any case.

You know how these "new" shortcuts were implemented to select a unit by type? You press '1' and one militia gets activated, you press '2' and an infantry gets activated, etc.?

Well how about you press 'W' and three units automatically create an equilateral triangular wall around a city?
[Secondary Defense units chosen first, then Main Defense, then Secondary Attack, etc...]

Pressing that 'W' key would not only physically wall the city as just described, but would also set the city "state" to "Walled" - if the creation of the wall does not get wf-ed.
If the wall later gets broken or moved, the city "state" would be cleared to "Unwalled".

The game would prevent any wall from being rebuilt if the city "state" is currently set to "Walled".
It would also prevent building any walls that would overlap this triangular area around the city (the same way it currently prevents creating a wall if too close to an enemy unit).

The downside is that we lose the possibility to "customize" our walls, because they will always be on that predefined triangular area (big deal?)
The benefit is that it not only prevents re-walling, but also provides a shortcut to build a wall more quickly
The even bigger benefit is that we would stop arguing about rewall

PS: I'm probably missing something here ...

[Edit: We could also consider a Building ... City Walls ... that you buy for a cheap price (not 700), and you keep this idea of not allowing walls if too close to the triangular area, but that changes the dynamic quite a bit]
