With neutral countries? They just exist to get conquered and not for diplomatic interaction.
But trading reinforcements with your ally could be an interesting diplomatic option.

No it welcomes abuse of strats. you could spam units with imp and give them to someone else with a strat specialist to those units.

Only reinforcements not actual units, you didnt get me right there. So when you cant use up all reinforcements you can trade them to your ally who gets the extra reinforcements in his capital. And to use the reinforcements he will still have to purchase them just like any other unit he creates. This hardly is abuseable but it opens up plenty of strategic options especially for CWs for example.
