Creating Map Limited and Exclude Problem

If I for instance put in the troop settings Limited for France it will only allow France to have that troop. Which is normal however if I put Exclude Tanks from Foster it will also only allow tanks in Foster and will remove the option for other countries!?!?! I made a new Land named Foster and the Area has been claimed and all but for some reason it still doesn't work

Hey, could you please describe this problem a bit more? Or better yet, send me screenshots of the settings and what you see in-game.
