Infantries Defend On Water

What Happened:
1. Orange had a stack of 15 infantries and 3 bombers on water
2. Orange sent 1 air transport into the stack
3. I attacked the stack with 3 destroyers and 1 bomber
4. All my units died while orange lost 2 infantries

Bugs:
1. Infantries are able to defend on water (?)
2. Orange's bombers didn't appear in the battle screen

The current water mechanics allow land units to float on it and fight and wall as usual.
They just cant move across water, unless there is land within a certain range.

I think that if the number of ground troops is equal to or inferior to the transport's max capacity, they would not defend and would die with the transport. I'm pretty sure this happened to me a few times...

Trying to figure out where I can buy the upgrade where I can load 15 infantry on 1 air trans.

It's possible that the INF tried to attack the purple unit near Saigon and were "pulled into" the sea battle. Looks like the same kind of glitch that sometimes has sea units ending up on land.
