Difference between making a Scenario VS MAP?

Can someone please explain to me the difference between a Scenario and a Map?

A map is,well,a map lol

A scenario is when you take a map and make preset countries/events/teams on it.

For example the the ultimate WW 2 is a scenario taking place on the whole world map.
