Make italy have a coastal capital

It's been brought up before, but it really needs to be implemented. It's annoying for occupying it and the country is useless without this - It would make italy better and make europe have more naval warfare in the southern parts. Italy is mostly naval but has almost no decent reinforcements in those cities, it needs rome to be coastal so it can provide defense for those cities - those 8 destroyers will really help defense wise for italy.

Italy is mostly naval, and those smaller naval cities lack the proper reinfs to be useful at all.
