What if map creators could make their own custom strategies for their map?

It's been discussed before. Also, I recently asked Ivan:

I'm in the process of fleshing out the details of a map I want to make, and I was wondering, are custom strategies going to be implemented, or is that a Pandora's box you don't want to open? Because while they could be fun, and I have a few ideas (that revolve around a few custom units of mine), there is a potential for OP-ness and SP farming. Your thoughts?

No, sorry, we're not considering custom strategies at this time. They would indeed be extremely difficult to balance.

Not units. Strategies. As in your own version of, say, Iron Fist with +3HP instead of the normal +2
Or even creating a brand new one.

IVAN seems to think that map creators cant balance things themselves and if they weren't balanced people would not play the map.

Ok end of discussion he said no.

I'd like for it to happen, my very non-vanilla Star Trek map would greatly benefit from it. I'm sure it'd be a lot of work for the programmers though, as they'd have to make it clear what was going on with every new strategy description being played.
