Why doesnt strategy change?

Hey,hadnt played in a couple years.
when entering a new game-i click the change strategy thing-but when im ingame cheking the "units" tab,it still always says the same old strat is active
but sometimes it shows the bonus for what i wanted to change to-sometimes doesnt

wtf
