Country divided

Hi all,
how can i make a separate country?
example: like kaliningrad in russia; indonesia; malaysia or any atolls

when a country is separate in 2 and its edges don't bordering

Create one set of borders, and set it to be part of that country. then create another set of borders and choose from the dropdown menu the country you want it to belong to.
